- Ordinary Saudi, Kuwaiti, Bahraini and Omani passport holders require a visa before travel under Japan's current exemption list
- An ICAO-compliant UAE ePassport is exempt for up to 90 days; a Qatari ePassport needs prior registration and permits up to 30 days
- Saudi residence is not an exemption, though eligible residents who need a visa may be able to apply through Japan eVISA
- Visit Japan Web is not a visa, and the official arrival and customs service is free
01
Start with five document questions, not your home address
Write down nationality, passport type, whether it is an ICAO-compliant ePassport, trip purpose and intended stay. Then add country of residence because the eVISA system uses residence to determine where an eligible applicant can apply. A residence card does not replace nationality, and the six GCC passports do not share one rule.
This guide covers ordinary passports and short tourist visits. Diplomatic or official passports, work, study, paid activity and long stays follow different routes through Japan's missions or Ministry of Foreign Affairs. If you hold more than one passport, test the one you will actually use to enter and leave Japan.
02
The current Gulf map: four visas and two different exemptions
Japan's Ministry of Foreign Affairs short-stay exemption list includes the UAE and Qatar among Gulf states, but not Saudi Arabia, Kuwait, Bahrain or Oman. For ordinary passports, that means the latter four require a visa before travel. This is a direct reading of the official list, consistent with the ministry's application-document pages; do not extend it to every passport class or purpose.
The UAE exemption allows up to 90 days for an ordinary ICAO-compliant Emirati ePassport, following the extension effective 1 July 2025. Qatar works differently: the holder of an ordinary Qatari ePassport must register it in advance with a Japanese mission and can then make a short visit of up to 30 days. Registration is free and lasts three years or until passport expiry, whichever comes first. It is not the same arrangement as the UAE exemption.
03
Resident in Saudi Arabia? Separate residence from nationality
If you live in Saudi Arabia but carry another country's passport, first check whether that nationality is exempt. If it is not, Japan lists Saudi Arabia among the locations served by Japan eVISA for eligible short tourist applications. Approval still depends on the passport, purpose, file and current conditions. Saudi residence helps determine the application channel; it does not create an independent entry right.
Japan eVISA is designed for short tourism on an ordinary passport and may allow a stay of up to 90 days depending on the decision. It is not the route for employment, study or a long stay. Reopen the official eligibility page before applying and use only the government domain or a channel linked by the Japanese mission. A paid advertisement or agency is not proof of government status.
04
A visa is not admission, and every character must match
Japan's Ministry of Foreign Affairs explains that a visa is one requirement for presenting yourself at the border, not a final guarantee of landing permission. Immigration makes the admission decision after examining the documents and purpose. Carry a return or onward plan, the first accommodation address and a truthful outline of the visit. Do not manufacture a booking or give a purpose different from the application.
Check the name spelling, passport number, expiry date and birth date as soon as the result is issued. If a passport is renewed, do not assume an eVISA or Qatari registration transfers automatically; ask the issuing mission. Airlines may also check eligibility at departure, so the airport should not be the first time you open the documents.
05
At the airport, eVISA means a live notice—not a screenshot
Official instructions require eVISA travellers to display the Visa issuance notice on a connected device. The page uses a live visual element or timer to show it is current. A PDF, printout or screenshot is not accepted as the substitute display. Charge the phone, retain the login details and plan a working connection at the departure airport.
An eSIM can be a practical connectivity backup, not a travel document. Check device compatibility, activation timing and coverage, and do not delete the profile prematurely. Store the mission and application details separately, but do not expect a static copy to satisfy the live-display rule. If the account or phone fails, contact the official issuer instead of altering an image or document.
06
Visit Japan Web helps with arrival; it does not issue visas
Visit Japan Web is the Digital Agency's official service for arrival procedures including immigration and customs. You can prepare trip information before landing, but registration does not process a visa or convert a non-exempt passport into an exempt one. Resolve the visa decision first, then use the platform for the airport workflow.
The official service and electronic customs declaration are free. On 28 May 2026, Japan Customs warned about fake sites that seek payment or imitate the interface. Enter through the government domain and never upload passport data to a link from an advertisement or unsolicited message. The underlying arrival and declaration rules still apply if you choose not to use the platform.
07
Medicines: quantity is not the only question
Japan's health ministry normally permits limited personal-use quantities of medicines without an Import Confirmation and cites up to one month's supply for many prescription medicines. Controlled narcotics, psychotropics and stimulants have separate rules, and some substances may be prohibited even when prescribed abroad. Check the active ingredient and quantity rather than relying on the brand name.
Keep medicines in original packaging and carry a prescription or clinician's letter. Review both the MHLW and Narcotics Control Department pages well before travel. If the quantity exceeds the limit or a substance needs permission, finish the official procedure before departure. This guide does not rule on an individual medicine because formulation, amount and regulation can change the answer.
08
Customs: every passenger makes a declaration
Japan Customs requires every arriving passenger to declare accompanied and unaccompanied effects. The declaration can be prepared through Visit Japan Web, which Customs recommends, but the traveller remains responsible for accurate answers. Review prohibited and restricted goods, especially food, plant or animal products, medicines and commercial quantities.
When uncertain, declare and ask rather than hiding the item or relying on an old post. A gift label or the phrase 'personal use' does not override quarantine and restriction rules. Include unaccompanied baggage accurately and keep a simple list if a family's belongings are divided across several cases.

The Japwa pre-booking and airport checklist
Before a non-refundable booking, open the exemption list, identify the passport class, test eVISA eligibility or Qatar registration, and confirm purpose and length. After visa issuance or confirming the exemption, match all data to the passport, store the first address and onward plan, and register with Visit Japan Web only through the government link.
Forty-eight hours before departure, open the live eVISA notice if relevant, test phone connectivity, review medicines and the customs declaration, and check for a newer official update. Leave the itinerary with someone you trust. Success is not memorising six countries' rules; it is knowing the one rule for your passport and where to verify it again.
Japwa rule: nationality sets the starting point; passport type, purpose, duration and residence complete the decision. Reopen the official source with your passport in hand before paying a non-refundable booking.
